Update @forge/manifest package to latest version #115

The current Forge manifest validation package (@forge/manifest) used in the plugin is outdated and does not work with Forge remote endpoints. Update the @forge/manifest version to the latest available version.

Closing this - it works as expected. I was confused by an example in the Atlassian documentation that was misleading.
