Storm Cloud Particles Not Functioning #12

The Storm Cloud gag is supposed to have rain particles rain onto the Cog. These are entirely absent while using Bikehorn.

Out of nowhere, fixed in 623c023839fed4b8fa1bcd8887d6aa3d93600c45.
