Make forum iframe fit 100% of screen height and width #700

What steps will reproduce the problem?
1. Go to the /forum page
2. The forum iframe has a fixed height and width
3. At most window sizes, there are two scrollbars and a lot of whitespace

What is the expected output? What do you see instead?

I would expect the forum to feel naturally integrated into the Oppia site, but 
at the moment the forums feel a bit artificial in the way they have been 
embedded into the site.
