Allow to turn on notifications for voting during cooldown #327

Suggestion

I had notifications disabled in my Chrome browser, so when voting for the bot and pressing yes to turn on notifications, it said to turn on notifications in your web browser and try again. I did that and Chrome asks me to reload the page, turns out now I have to wait 12 hours to turn on notifications as I'm currently on voting cooldown..

Expected Behavior

I expected to be able to turn on notifications after reloading the vote page

Observed Behavior

I have to wait till the voting cooldown is over before I can enable notifications

Steps to Reproduce

  1. Open Discordbots.org with notifications disabled on the browser
  2. Go to the bot voting page of your choice
  3. Press vote
  4. Press yes on the voting notification prompt
  5. Site says to turn on notifications in browser, so enable it and Chrome prompts to reload page
  6. Have to wait till I can vote again

being able to turn them off would be nice as well.
