Integrate reviews system with DBL API #480

It'd be cool if @Luca or @DSL sent you a message or something whenever someone reviewed your bot or server.

When you say "reviewed" what exactly do you mean?

So say someone rated/reviews my bot on top.gg and did 1/5 stars and said it sucks and doesn't work. i would like a notification of sorts on discord. whether its a dm from luca or an api update that i can code myself. Did that clarify anything?

I think we should make a distinction between getting a message from Luca and having the option to add a reviews webhook, since the latter would be the preferred option due to the greater flexibility we get from webhooks.
