manually set sphinx theme locally and when building on RTD #62

Not super familiar with editing Read The Docs, but the recent changes meant when I went to https://topas.readthedocs.io/en/latest/, I was seeing the documentation displayed in the "alabaster" theme. This created weird things like unreadable code formatting (see below). Tried a fix that seemed to work locally and when built by RTD online to keep the "sphix_rtd_theme" theme.

Isaac, thank you so much for the fix. I just ran the rebuild and it worked.

For background, I had to do a small update yesterday, and this turned out to be the first update since ReadTheDocs changes some aspects of how projects are configured. Took some work to even get it to rebuild at all, and then I was stuck on the style issue.
