Ranger weaponskill (archery + markmanship) not doing damage [Canary 9f6d6cc]

Additional Information (Steps to reproduce/Expected behavior) : Get 1000 TP on a ranger and do a WS that is archery or markmanship based. Animations will work and TP will go to zero but the mob will remove zero damage. This used to work before moving to topaz-next canary.
