This is happening in Canary, but Novalmauge and Raminel are roaming outside the bounds of their zones and I can't even find the NPC even if i try to clip to it. This could be doing it for all roaming NPCs I haven't checked that. I did check to see if Red Ghost in Port Jeuno is roaming and he is not either so it might be all roaming NPCs.
