[x] checked the commit log to see if my issue has been resolved since my server was last updated

Client Version (type /ver in game) : n/a

Server Version (type revision in game) : a338f0d2b3cfac21f0b9a540766d23a9040462bb

Source Branch (master/stable) : master

Additional Information (Steps to reproduce/Expected behavior) : This file is never read and no parameter in it is being used. If there are no future plans to use it, lets nuke it. If there are future plans for it, lets use this issue as a reminder for what the plan is here.
