Education and Certifications Year Selection Error: Selecting Higher Year Results in Lesser Value #413

Steps to Reproduce:

  1. Navigate to the link: https://www.topcoder.com/
  2. Go to "My Profile".
  3. Click on the "Edit" icon for the Education and Certifications section.
  4. Click on the "+Add Education" button.
  5. Select the "End Year or Expected" field.

Actual Result: When selecting a year, it incorrectly selects a year one less than the chosen year.

Expected Result: When selecting a year, it should correctly select the chosen year.
