"ERR_SSL_VERSION_OR_CIPHER_MISMATCH" . Unable to open articles. #423

Steps to Reproduce:

Navigate to the link: https://www.topcoder.com/white-papers/

Actual Result: On clicking any of the articles it fails to load the required article webpage, throwing error - "This site can’t provide a secure connectiongo.topcoder.com uses an unsupported protocol. ERR_SSL_VERSION_OR_CIPHER_MISMATCH"

Expected Result: Articles should open, providing secure connection and supported protocol.
