Don't allow Community App to crash if we can't get exchange rates #6887

@suppermancool - We saw this crash recently: image-20230524-184556

request to https://community-app-cdn.topcoder.com/exchange-rates failed, reason: socket hang up

Can we add in some handling for this so that the app doesn't crash please?
