1. Launch the application and login as a normal user
2. Open a new discussion and see below the editor
3. Drag and drop some valid files

• We shouldn't show the message 'Attach files by dragging & dropping, selecting or pasting them.' to the normal user
• Better to show some meaningful message

Fixed. Vanilla message is displayed, not the default EasyMDE message ('Someting wrong..')

Fixed. User without Upload file permissions is not allowed to drag&drop files. The message is not displayed.
