[$150] Update forum processor to create forums for self-service app only when switching to "Active" #668

@atelomycterus - The clarification from Topcoder is that forums should only be created for self-service challenges when they switch to "Active" status.

NOTE: This should only affect self-service challenges (with the legacy self-service flag set to true).

By default, all groups (for any challenges) are created with Archive flag=true.
Should we create groups for self-service challenges with Archive flag=false because the groups have the Active status?

@atelomycterus - Thanks for that. Yes, I think we should create with archive flag = false, but only for self-service
