Support uuid for submissionPhaseId #10

[x] Support both uuid and id for submissionPhaseId field
[x] If submissionPhaseId is an id type, proceed as we do currently. Else, first fetch the equivalent id for the provided uuid and then proceed as we do currently

The informix db used by this processor is same as the one used by the reference code base - you don't have to call any additional api to get the details. Simply query the informix db as seen in the reference code
