Read tags file from S3 instead of local

• Currently, we are reading the tagsMap.txt file from the local code base.
• We instead need to read it off S3
• Provide a configuration where we can specify the S3 bucket which contains the file
• During runtime, you will download the file and use it instead of reading it locally
• Do not cache the file - ensure that you read it each time the script runs.
