Able to assign Non existent candidates to the Taas Jobs. #378

Description:

We are able to select, assign Non existent candidates to the Taas jobs. It only fails during payment.

sample: sachintez candidate (added through RCRM), Leilani_Fahey35 candidate

Below is the error displayed while doing payment.

we use different API internally, also we have v3 user and v5 u-bahn users usually, we use v5 u-bahn users in TaaS for payments we use v3 users it could happen that there is some inconsistency
