[$20] Temporary hide feature for connecting Google/Microsoft calendars

At the moment we don't yet have Google App verified, so we cannot allow connecting Google calendars on production. Also, support for Microsoft calendars is not full on the Nylas side, so we also cannot use Microsoft calendars on production for now.

To avoid further delay we are going to push to Production Interview workflow without connecting calendars feature, so for now we have to hide it.

• Hide "manage connected calendar" feature everywhere in the UI.
• Don't remove any code, just comment it, so we could easily put it back when we are ready to support connecting calendars.

@maxceem When a new user(hasn't connected a calender) tries to schedule an interview, the pop up with calender connect option appears, we might need to remove that too?

At the moment when the user first time schedules an interview, we are showing the choice

• let's add a new constant ALLOW_CONNECTING_CALENDAR=false and not show this step if ALLOW_CONNECTING_CALENDAR=false
• also, let's uncomment all these places https://github.com/topcoder-platform/taas-app/pull/599/files and hide all the "manage connected calendar" links if ALLOW_CONNECTING_CALENDAR=false. So later, when we want to show this functionality back, we just change the value ALLOW_CONNECTING_CALENDAR=true and all the functionality is shown again
