Before merging:

define CONNECT_URL environment variable (defaults to http://www.connect.topcoder-dev.com)
create "connect notifications" topic in kafka, update email service and sendgrid template. Right now all emails are sent to notifications.action.email.connect.project.specificationModified topic

TODO: add email content for phases&milesones

@gondzo I am going to merge this PR in dev by today EOD. Let me know if you think we still need some missing pieces before merging this.
