Removing copilots from receiving the project approved event notifications

fyi @RishiRajSahu @gondzo @ajefts @acshields @mtwomey trying to remove the copilots from the list of eligible roles for receiving the notifications for project approved events. Root cause is different, but this should fix the issue immediately.
