F2F contest creation resulted in closed submission and registration phases

Expected behavior

To be able to create a F2F contest without the Registration and Submission Phases being closed on launch

Actual behavior

Tried to create a F2F contest. Did not get any issues during draft and activation. Opened OR to adjust the timelines - but I am seeing that the registration and submission phases are closed:

Steps to reproduce the problem

Select Work Type as Development
Select Work Format as First2Finish
Proceed with filling up the other details and save as draft
Proceed with activating the contest
View the timeline in OR - registration and submission phases are closed.

@acshields I guess this issue is connected with big updates recently done by James. Only he might know if this possible to fix by 3/12. As I suspect it could be hard to control time there, I suggest removing it from 3/12 release.

@rootelement - This issue was reported this week, and its more than likely related to your changes from this week. I have planned to include it in our 3/1-3/12 fixes, but a couple questions for you:

Assuming this is an API change, so it needs to go into your repo?
Would this be fixed by 3/12?
