Users can login and download other submitters work in WM #1533

Expected behavior

For this one, let's hide the new download button for submissions for anyone that doesn't have a copilot, manager, or administrator role.

Actual behavior

The users can download the submissions of other users from WM now (before the challenge is over).

Steps

Log in to WM from any one of the registered users of a selected challenge(ex challenge Work Manager - Topcoder user: taasintake900/Appirio123)
This user can download the other user’s submission from WM (the above challengeis still in submission phase)
