Don't allow deletion of submitters who submitted, or creator of challenge

As discussed in #1548 , we want to make sure we don't show the delete button for:

Submitters who have submitted (we should have this already on the page for the Submissions tab
The creator of the challenge (use the createdBy field on the challenge object)
