Copilots and managers should be able to delete reviewers or copilots during the submission and registration phases. If the current phase is not submission or registration (like review, appeals, appeals response, etc...), then we will disable removing reviewers and copilots.
This is to avoid deleting:
Reviewers that have submitted reviewers
Users that may have a payment associated with them (copilots)
@suppermancool - We implemented https://github.com/topcoder-platform/work-manager/issues/1551 , but I'd like to constrain this a bit more
