Remove "Assign to me" on add resource popup

The Add Resource popup shouldn't have Assign to me --> That doesn't make sense in the context of adding a resource
The Assigned Member member should just say Member on this popup

NOTE - these changes should only affect the Add Resource popup, not the challenge editor.
