This was noted when attempting to download a submission that hadn't been moved out of the quarantine area yet, which happens after the initial virus scan finishes. So, this is likely the first 30-60 seconds after a submission has been uploaded. We need to pass the errors from the submissions API to the user in an error popup in this case, instead of just downloading an invalid zip file.
