Payment release takes too much time #21

Now releasing a payment takes 30 days since it gets into PACT. Can this be reduced to at least half?

Currently the way that payments work with clients are affecting the way that payments must function with members. There may be a solution to explore, but will need to wait for the dust to settle with the new acquisition.

@hokienick How does the payment system work exactly?

If I win $1000, does the client must transfer it to Topcoder within 30days? Or they must deposit money before starting a challenge?

I assume it would be client has to put deposit before challenge start date, because there are group of developers contesting for that money and client is surely going to have a solution coming out of challenge.
