'Export' button at the top of the page is not working

Steps to Reproduce

1. Open the URL http://127.0.0.1:5000/
2. Click 'Create Configuration' Tab
3. Fill all the data and go to '2. MORBIDITY CONFIGURATION'
4. Add some Diagnosis
5. Click NEXT
6. Click on the EXPORT button on the bottom of the page and observe (File downloaded)
7. Scroll up and click on the EXPORT on top of the page and observe (No File downloaded)

Actual Result(s)

• 'Export' button at the top of the page is not working, but when user click on the export button at the bottom of the page, the dataset is exported

Expected Result(s)

• Must export the dataset when user click on the Export button
