Steps to Reproduce

Open the URL http://127.0.0.1:5000/
Click 'Create configuration' Tab
Enter 45.50

Actual Result(s)

Enter decimal values for 'No. of Patients' converted into whole numbers > 4,550

Expected Result(s)

Must display a validation message must remove the decimal value and display only the whole number
For example, if the user enters 45.50, must round as 46 NOT 4,550
