Add logging #3

As we haphazardly discovered, the output of hugo isn't printed when running the topiary command. We should print the output for that if there is any, print the output of any other errors, and print that the server has started and note which port it's using.

Added basic logging with 0975bab. As the structure of the application is changing early on, we should try to keep stdio logs up-to-date.
