If there isn't a Hugo site found where topiary is run, we should note that in stdout. Then it should still start the server, and in the browser we should start a flow that offers to create a new site (which would run hugo new site behind the scenes), and ask for basic config.toml info like site name. Eventually we should also let the user pick a theme (or start from scratch) in this flow.
