Add data_table for user & group and employ it #110

Finishes moving stuff to userdata and makes groupdata for group info (moving database.administration.groups to database.groupdata.admin).

This breaks database compatibility in a couple of places, does not provide a migration, and has not been tested because it's 2:00 in the morning and I'm heading off to bed.
