Add support for telegram web_apps #203

Add support of telegram mini web_apps with button like:

"Press here|webapp:https://somesite.org/myapps.html"

Sorry if I created this request in a wrong way, but nevertheless who will implement it, it is a useful thing, as webapps becomes very popular. I have added support of webapps in this way to my bot. p.s. Thank you for a great shell bot engine, it is beautiful and I have already created a lot of interesting addons for it (mini-games, like alias, chess, etc..)
