Use CoCalc API to upload notebooks #226

Also CoCalc now has an API for file uploads: https://cocalc.com/doc/api.html#write_text_file_to_project

If we don't include outputs, the course notebooks aren't very voluminous and could be uploaded any time.

Actually, even better there's a "touch project" API endpoint that fires up the server. Then we'll be able to upload everything via scp/rsync.
