Windows Support #18

I'm hoping to get a cbsa topojson file, and currently use a windows machine. How can I use this?

Unfortunately I can’t provide technical support, particularly on Windows since I don’t use that operating system. However, a recent update to D3 removed the dependency on JSDOM, so it should be easier to install topojson now.
