The URL for cartographic boundary shapefiles (https://www.census.gov/geo/maps-data/data/tiger-cart-boundary.html) is no longer valid. This change updates the README.md with the current link: https://www.census.gov/geographies/mapping-files/time-series/geo/carto-boundary-file.html.
