Twilio and CloudFlare support regarding this issue has been disappointing. My guess is that CloudFlare is blocking Twilio's incoming requests, but I doubt they are willing to resolve it. I think that in order to resolve this ASAP, we can try to stop using CloudFlare and implement SSL ourselves. It may cause some downtown on the site, though, which is why I prefer not to do it. Let me know if you prefer to wait on their support or if we should go implement SSL ourselves.
