When the web server restarts, all the scheduled messages to be sent by SMS or email are lost.

As of 11:30 pm last night, all app re-deployments to the server now reschedules all the tasks in the system. All the messages to be sent between 11:30 pm last night and 5 days ago when the TS REST API was pushed were not sent.
