tor2web should be able to fetch remote blocklist mode replacing current list

currently automatic fetching of blocklist is implemented but the fetched list is merged with current one.

@juhanurmi suggested to implement two different modes MERGE mode and REPLACE mode so to allow node admins to implement and test different policies.
