Make a default configuration template for Tor2web for use with GlobaLeaks #206

This ticket is to make a default configuration template for Tor2web for use with GlobaLeaks, that's super-simplified, to be available in /usr/share/tor2web/tor2web-globaleaks.conf that the administrator just need to copy over /etc/tor2web.conf
