Enable hardening on BSP images (scarthgap) #63

This is part of the work of enabling hardening on BSP images and it depends on related work on layer meta-toradex-bsp-common. Since changes to that layer are under review, I'm leaving this in draft state, but it should be ready for review.

Changes to U-Boot made via a patch can be more easily seen with this dummy PR, in particular these two commits:

NOTE: Leaving as draft until BSP changes are merged in.

BSP changes have been merged! Since this is already approved I'll go ahead and merge it.
