OSMnx has problems with northern Rogaland roads #6

Not able to fetch complete OSM road network for South-East police district. OSMnx has problems fetching roads north in Rogaland, bordering to Vestland county. Even when combining graphs (incl. service roads) for both Rogaland and Vestland county, some of the northern roads of Rogaland is still missing.

Solved with workaround in commit 5f23afce9f4ceb0a7cc3a698a9801e7fe9e9fcff.

Used two separate polygons to extract the complete road network and then combine into 1 road network. Note that the road network in north and south were not connected. Only connected by a short ferry trip.
