Added NuGet.config with Blazor-dev feed #6

Now builds without any additional steps

@xperiandri Thanks for the contribution. Actually, now that 0.2.0 has been released, I have switched to using the official NuGet packages, hence the reference to the Blazor-dev feed is no longer necessary.
