There's only so much you can do with two affect flags. Enabling a third allows for so many more combinations and gives area writers an option to add interesting new objects.
I'm sure there is all kinds of stuff behind the object file that would need to be updated, but this could be a future roadmap item to keep items for new zones interesting and fresh.
