Cooldowns got all messed up

I did a Twin Strike and all of my cooldowns jumped up to high values (It looks like it added 14 across the board):

I've not been able to recreate this yet, using valhalla (offensive) and rubies rapier like you are in log. This seems like a thing that happened early on in the powers introduction, but maybe just a one-off this time? Cosmic ray?
