[feat] Whether or not running RViz #18

Without this PR, RViz always starts for dynpick process in addition to whatever other RViz that are already running (e.g. MoveIt!). With this PR, users who want to respect the RViz that's previously running, do:

roslaunch dynpick_driver run.launch run_rviz:=false
