Fix 33 #34

After discussing with @k-okada #33 , launching rosbridge_websocket normally. Then, chat.launch is not required anymore.

I also modified chat.html to pub/sub 'chatter" topic. The change makes chat.html able to talk with @k-okada 's talker/listener #33 .
