Add cached parameter #36

キャッシュが長く設定されていて、ファイルを新しくしても、更新されないので、キャッシュを切り替えれるように設定する引数を追加しました。

Thank you. @tai-fukaya LGTM. Please rebase so that this gets tested for ROS Kinetic (I just added it to Travis config).

@jihoonl do you have any comment? This adds dis/enabling cache feature.

You could have updated this PR instead of opening a new one #39, but it's ok :)
