Refactors & PHP7.2 switch #13

This PR will contain a lot of changes related to changing the minimum requirement to 7.2.

It also contains some small refactoring.

Added splat operator in arguments for the action and filter method.
Added new method for figuring out hook details
Added Null coalescing operator for the filter value
Bound Filter and Action to the service container so that they can be requested individually
Create the collection in hooks via instantiating new class rather than the helper method in Laravel
Changed minimum PHP requirement in composer to 7.2
