Octave plots #332

A user has suggested the implementation of an octave plot command (otutab_octave) as in usearch version 11.

It helps to visualize alpha diversity using a histogram-like plot and to determine the completeness of the data.

Any updates on this? I'm interested in using this method for both alpha diversity calculations, and also estimates of noise and cross talk. I think this may be just as valuable as uncross2.
